Risk management: in the face of proven vulnerabilities, the need to develop expertise in communities

Resilient Regions Lab - Pavilion 4 - 16 November 2021 | 10:15-10:45

The health crisis has reminded us how vulnerable our human organisations are collectively. They are even more so given rising economic, environmental and social perils, foremost among which is climate change and its significant consequences in terms of the frequency and intensity of extreme events. Any approach to regional resilience calls for better reaction capabilities as well as better resources for preparing, anticipating and preventing risks. Each region has its own specificities and faces different realities. This requires the (re)construction of a risk culture to reinforce expertise, collaboration and strategic organisation for the governance of given regions.

Climate action: a challenge for local and regional authorities in terms of skills and knowledge

Low-carbon Regions Lab - Pavilion 3 - 16 November 2021 | 16:15-16:45

All actors in society, the state and local government bodies, companies, associations and increasingly citizens are now mobilised for climate action to respond to the urgency and gravity of the challenge. While awareness is real and energy and ecological transition projects are developing, the fact remains that they require a degree of knowledge and technical expertise to accompany the changes and mutations capable of meeting the collective challenge, which communities do not always have. What are the realities, the obstacles and the possibilities for communities to fully integrate technical and transversal skills and know-how in their governance, to collaborate with the actors in their regions and to better master public procurement and, ultimately, to respond effectively to the climate emergency?
