Since 19 June 2024, he has been one of the 12 members of the High Council for the Climate, appointed for 5 years on the basis of their scientific, technical and economic expertise relating to the climate.
Gonéri Le Cozannet, an engineer at BRGM, is an internationally recognised expert on the impacts of climate change, particularly with respect to coastal risks.
He is a co-author of the 2nd part of the latest IPCC report devoted to risks and adaptation strategies. He also took part in the government commission on the insurability of climate risks which submitted its report on 2 April 2024.
What is the High Council for the Climate?
An independent body set up in 2019, the High Council for the Climate is responsible for assessing France's progress in combatting climate change, and in particular:
- its compliance with its European and international commitments, in particular the Paris Agreement,
- achieving carbon neutrality by 2050,
- compliance with France's carbon budgets.
The reports of the High Council for the Climate, which are all made public, assess the current policies and measures taken and projected, and include recommendations and proposals to help France achieve its objectives. They provide a factual and rigorous insight into the evolution of France's greenhouse gas emissions and its public policies. They offer a long-term perspective.
I am delighted and honoured by this trust. With Corinne Le Quéré as Chair, the Haut Conseil pour le Climat has demonstrated its immense usefulness in assessing climate policies and advising the government. It is also widely recognised for its rigour, integrity and independence. I look forward to contributing to the work of this institution with the other members, the secretariat and with Jean-François Soussana as Chair, and hope to make a useful contribution, particularly on adaptation. This appointment is also recognition of the work done by BRGM and my colleagues on climate risks and adaptation.
12 climate specialists appointed for 5 years
Gonéri Le Cozannet has been appointed to the High Council for the Climate, alongside 11 other leading figures recognised for their expertise in:
- climate and ecosystem sciences,
- reducing greenhouse gas emissions,
- adaptation and resilience to climate change.
The other members of the High Council for the Climate are:
- Michel Colombier, Sophie Dubuisson-Quellier, Marion Guillou, Céline Guivarch, Jean-Marc Jancovici, Benoît Leguet, Valérie Masson-Delmotte, Laurence Tubiana (members of the first term),
- Paul Leadley, Selma Mahfouz, Diane Strauss (newly appointed members).
Jean-François Soussana has been appointed Chair of the French High Council for the Climate.
